Cypress is unincorporated Harris County (77429/77433), not inside the City of Houston. Unincorporated Harris County generally does not require a permit for a residential fence. Your HOA is the real gatekeeper — Bridgeland, Fairfield, Towne Lake, and most Cypress subdivisions have architectural review committees with specific rules on height, materials, and stain color.
